of HP addressed to all Administrative Secretaries
to the Govt. of HP/ ALL Heads of Department &
others.
SUBJECT
: - Recognition
to Indus Hospital, Indus Drive, Mount Jakhu , Himachal
Pradesh, Shimla, for medical reimbursement to Himachal
Pradesh Government employees/ pensioners and their dependents.
1. The
undersigned is directed to say that the matter for recognition
to Indus Hospital, Shimla, for medical reimbursement
to HP Govt. employees/pensioners and their dependents
has been engaging the attention of the Government for
quite sometime past. Now, the Governor of Himachal Pradesh
is pleased to order to recognize the Indus Hospital,
Shimla, for medical reimbursement to the employees/
pensioners of HP Govt., subject to the following conditions
:-

[i]
|
The reimbursement of such
medical facilities/tests which are available in Indus
Hospital , Shimla, and are also available in PGI, Chandigarh,
will be restricted to the rates/charges levied by the
PGI , Chandigarh, or whichever is less.
|
|
[ii]
|
The
reimbursement of those medical facilities/tests, which
are not available in PGI, Chandigarh, and are available
in Indus Hospital, Shimla, and All India Institute of
Medical Sciences, New Delhi, will be restricted to the
rates at par with the All India Institute of Medical Sciences,
New Delhi, or whichever is less and for such medical facilities
/ tests which are not available in All India Institute
of Medical Sciences, New Delhi, and are available in Indus
Hospital, Shimla, full reimbursement will be allowed. |

|
The
reimbursement of room rent as indoor patients in Indus
Hospital will be restricted to the rates applicable in
I.G.M.C., Shimla. |

[iv]
|
The
reimbursement of medicines and other medical facilities/
tests will be governed by C.C.S. (MA) Rules, 1944 and
instructions issued by the Govt. to this effect from time
to time. |
|
2.
|
The
Governor , Himachal Pradesh, is further pleased to order
that this recognition to the Indus Hospital , Shimla,
is subject to the condition that this Hospital will provide
free medical facilities to 25% indoor patients who are
poor and indigent. The Indus Hospital will send a periodical
certificate to the Govt. to ensure the implementation
of this condition. |

3.
|
These
orders will take effect from the date of issue of this
office memorandum. |
|
4.
|
This
issues with the prior concurrence of the Finance Deptt.
obtained vide their Dy. No. Fin (C) A (3) -26/80-III dated
17.8.1994. |

: Simplification of
procedure for undergoing treatment in Indus Hospital,
Shimla. |

|
|
I am
directed to say that it has come to the notice of the
Government that HP Govt. employees / pensioners who have
undergone treatment in the Indus Hospital, Shimla, are
facing financial hardship due to non- payment of their
medical claims by the concerned DDOs saying that their
claims should be countersigned by the Chief Medical Officer.
The Govt. of India , Ministry of Health & Family Welfare
(Deptt. of Health ), New Delhi, vide their letter No.
S. 14021/18/93-MS dated 18th October , 1994 has clarified
that as per CS(MA) Rules, 1944 all hospitals recognized
by the State Government for medical attendance and treatment
of their employees and / or members of their families
are automatically regarded as included as included in
the term "Government Hospital". In view of this
, the following clarification is issued :- |

If
any Govt. employee / pensioner and/ or his dependents
undergo treatment in the above Hospital , it is not necessary
to refer the patient by Govt. Hospital to the above Hospital
and the individual can undertake treatment without having
been referred to by the medical specialist of the Govt.
Hospital. However , reimbursement will be admissible as
per instructions issued by this department vide OM No.
HFW-B(A)7-1/91- II dated 19.8.94 earlier at the time of
recognition of Indus Hospital (Copy enclosed for ready
reference ). |

That
there is no need to get the medical reimbursement claim
countersigned by the Chief Medical Officer or other Health
department medical specialist. The DDO concerned will
ensure reimbursement in the light of the instructions
issued vide above OM, if the claim has been duly verified
by Indus Hospital authority. |
[iii]
|
The
Indus Hospital , Shimla, is authorized to refer the patients
for treatment outside the State for specialized treatment
which are not available in the State - only to a Govt.
Hospital / Hospital recognized by the State Government
- and simultaneously will request the Director Health
Services, HP., Shimla- 9 , to accord necessary permission
for undergoing treatment outside the State in respect
of the individual . However, same procedure will be applicable
for referring cases of Indus Hospital outside the State
as is applicable in respect of patients recommended by
Govt. hospitals. |
[iv]
|
The
Principal, Indira Gandhi Medical College, Shimla, and
Head of Department of Radiology , IGMC, Shimla, will ensure
that same charges are charged from the HP. Govt. employees/
Pensioners and their dependents if he/ she is referred
for CT Scan to IGMC by the Indus Hospital. The charges
be charged as per rates fixed in this behalf by the Govt.
vide letter No. HFW-B(A)2-3/89 dated 22.11.95. |

All
the Heads of Department will ensure that these instructions
are adhered to strictly by the DDO concerned. |
